No, no, no. You NEVER tilt your head up or backward. As one who has suffered from chronic nosebleeds this is THE WORST idea. Tilting your head backward causes the blood to drain down your throught keeping the broken vessel moist and prevents healing since there is no fresh air to cause coagulation. Plug the nose and tilt FORWARD, this causes the blood to pool and helps the blood to coagulate. Yes, even using tissues up the nostrils, but never tilt back. Always forward.
You can pinch your nose with a tissue and lean your head backwards. Some people also have a wad of cotton under their lip and tilt their head back, although I don't get how that works. While doing the first, you can use your free hand to slap on some water, which helps a lot.
Put a tissue in your nose and keep your head up. After some time, of doing that, your nose will stop bleeding.
