What would be a good fabric to use on this dress? (see description)

I want to make a white dress. I don't really want to use lining so it has to be quite comfy and non-transparent. The skirt is going to be pleated and needs to be quite light. Anybody have any suggestions? Thank you!

sheer with a cotton underlay or a thick(ish) underlay
