Who first said the quote, "Pay it forward." ?

The concept is extremely old, going at least as far back as classical Greek times, where a debtor would be instructed to pay the debt to a third party instead of to the person who originally loaned the money or did a favor/service.
As for the actual phrase wording, it appears to have been a 1916 book by Lily Hardy Hammond, "In The Garden of Delight", in which the phrase first appears as "You don't pay love back, you pay it forward."
