2007 Chevrolet Cobalt Vent Selector Switch Not Working Properly

My 2007 Chevy Cobalt's Vent Selector switch does not change the air flow from floor / vent / defrost. Fan is good - air flow just does not change location.

The switch is working otherwise as changing the vent selection does cause the "inside/outside" air switch light to come on and off depending on the location of the selector switch. This leads me to believe that the switch is not bad and it is not a fuse problem.

Could the problem be due to the ventilation air filter?

What is the process of checking the ventilation deflector / actuator?

Vacuum hose leak. vacuum motor not working. do you hear a hissing sound?

I'm pretty sure the Chevy Cobalt uses automated climate controls not vacuum controls.

I do not hear a hissing sound and this morning I noticed that if I switch it from floor to defrost it stops working on the floor but also does not work on defrost. It makes me think that the actuator is sticking or blocked part way.
