Why does the first song I downloaded on iTunes from a specific artist not show in iCloud? Read details, I'm not paying for it again!

I bought "If I Die Young" by The Band Perry on iTunes when it first came out. It's saved on my external hard drive but I don't have a computer. I have it on my iPod Touch but to download it on my iPhone, it won't show as having been purchased before. Only the other 2 songs from the group are shown as being in iCloud. I really don't like that since I can't use my iPod right now due to my housemate not having a phone so she use my iPod at home since we have wifi and I have the texting and calling apps on there.
