Who determines if the voter is black? I heard 95 % of blacks voted for Obama. I just don't know how this is known.

It really doesn't matter we are in more trouble then any county I wish people would just come together Romney could have cleaned up this mess but now we have four more years of crap

I could be a survey and no actually a vote count but it is possible to know if a person is black or not just by knowing their name and searching for them.
