Could you buy a car for someone else with a suspended license in CA?

In most states, owning a car is not the same as driving a car, so the status of a license has no bearing on ownership of a vehicle...so I would say you could. A person with a suspended license can't even drive another person's car let alone his own, while a properly licensed driver can drive another person's car as well as he can drive his own, on public roads. No license is required for driving on private property or private roads. State jurisdiction is only on public roads and properties.
