Is it possible to pop microwavable popcorn so that there is no kernels and is not burnt

Your best bet with microwave popcorn is to pay attention to the temperature that each microwave cooks at. Because 2 min's could be just the right time in one oven and 3 in another.

Absolutely; one thing you should note is that what matters is the temperature that each microwave cooks at. So if you keep an eye on the temperature, then you are good to go.
