I'm from Washington State. I've never noticed people from Kansas having an accent. If you are in an area like New England you will be perceived as having an accent because you speak differently than most people there. If someone from New England is in another area of the country then they will be perceived as having an accent. It all depends on where you are and where you're from. You are the one with the accent if you're from somewhere else. With the advent of national mass media regional dialects are fading but they still exist.
