Can you drive a 14 seater shuttle with a class "A" lic. and not have the "P" endorsement?

The bus has rails for standers but I didn't think that matters. it is only the number of seats!?

You must have a passenger endorsement on your license to drive a vehicle meant for passengers. Class 'A' License holders are allowed to drive any single combination of vehicles with a GVWR of 26,001. Talk to someone at your local DMV office for clarification

From my experience as a shuttle driver,I would reccomend that the Driver should have a passenger endorsement,For safety,sometimes 10passengers maybe to much for A VEHICLE.
