If you run on a regular routine you will drop weight in many areas. If you are wanting to work on specific areas you need to incorporate toning exercises without & with light weights. A better exercise than running is swimming. You will lose just as much, if not more, weight than running. Swimming is also better on your legs, ankles, feet, back, & joints. All you need to be able to do is freestyle & it wouldn't hurt to know backstroke. If you don't know how to swim freestyle. Many of your lacal YMCA & fitness or Rec centers with pools offer private and group adult lessons. I am a swim coach so if you have any questions please feel free to ask.
If you get on a regular routine of exercise, like running or jogging, you will see significant toning, firming and fat loss all over - not just from your rear and legs. Three times a week should do it!

You can't really just target areas. To lose body fat, you need to find a good low calorie diet and exercise program that works for you. With a little determination, you will soon start to see the results, that you are looking for.
It will definitely help but it's not going to magically get rid of it all. Doing squats and lunges can also help lose some of the butt/upper leg fat. It will help gain you muscle and become more toned in those areas.
It will make you lose fat all over, there is no way to target fat loss. You begin to lose all over after you break anaerobic cellular respiration which is after 12 minutes of cardio for the average person but if you want those particular parts to look better you should be doing specific weight training with your legs, just a little more muscle mass will help you burn fat not to mention if your muscles are toned you can carry a little more fat than the average person and still look good.
