How did the southerners, the northerners and the blacks react to the ten percent plan?

Also how did the ten percent plan allow former confederate leaders to regain power?

The Southerners and the blacks supported the 10% plan because they would be allowed to form new state government as long as 10% of the State's votes supported the Union. The blacks supported the Union because it gave them new rights. The Northerners did not support the 10% plan because they felt that Lincoln's laws were too soft and they wanted it to be raised to 50%.
