I swear by Neutrogena Norwegian Formula Hand Cream. It is a tube that comes in a box. It has the consistency of Vaseline but nothing has healed my hands faster! My hands would get so chapped they would bleed and this fixed them right up! I keep it near every sink in the winter and use it after hand washing.
Every dermatologist I've ever known recommends Eucerin or Cetaphil as the best lotions for dry, cracked skin. Also, look for Cetaphil cleaner to wash that skin--and, if you wash dishes by hand, always, ALWAYS wear rubber gloves when washing them--dish soap is a disaster for dry skin--it leaches every bit of your skin's natural oils away, leaving them...you guessed it...painfully dry and cracked.
