Amsterdam decriminalised some drugs like marijuana in certain small amounts, but after many years toughened up and restricted it to certain places and venues.... thats a start, more research needed.

There is some opinion at

Despite popular perception, there have always been restrictions on where marijuana could be smoked in Amsterdam. Up until recently through they didn't really do all that much in the way of enforcing it, but for whatever reason they've decided to crack down.

Which is fine - no one should be smoking it around children anyways, nor should children be smoking it.
