Water can grow bacteria, fungi, etc if it is not in a sealed container, or is stagnant (not running water). So yes, kind of!

I don't think so. As long as the seal is unbroken. we have sweet deep mountain well. No need to buy water. I coach and the kids always ask me to bring a cooler full.
If you would have told me 30yrs ago you could bottle and sell people water i'd have said "Your nuts"

The water we drink today has been in circulation even from before the dinosaurs, so what we drink has been drank over and over millions of times, so no, water cannot expire, but you do have to be careful about bacteria and mold if it was in a nonsealed container, or not treated at one point by a water treatment plant.
