Why won't my laptop play DVDs anymore ?

You will have to be more specific. Go to my computer. Do you see the icon for the DVD player? Right click on it and click eject. If the icon is not there then the computer does not see the player. It could be damaged or loose. Most are held by one screw. Some have a push-button on the side that allows it to eject the entire drive. Also, the read/write head could be dirty. Open it and using a cotton swab with a little alcohol clean the glass sphere. Let it dry and try it. Some of the older systems require an encoder to be installed to play DVD's. Also in the U.S. DVD's are programmed to change regions a max of 5 times. This is to prevents people from using illegal copies made in foreign countries. Next time please be more specific. It' doesn't work doesn't cut it.

You can't reformat a DVD. Or a DVD drive...

No but you can re-format the computer, which in turn should re-vamp the DVD drive.
