Malfunction in the brain. I don't think environment, the world would have them in scores then. I think all the right elements come together to form his personality type and most of those elements are not the best. You've heard the expression "he had all the right stuff". Bundy types had "all the wrong stuff".

Not working on an evil nature. Also, some people naturally love to shoot things with a gun or kill. Working on it does not mean to get rid of the natural feeling; it means using it for good. For example, someone who loves shooting with guns should join the army. Another example is, someone who likes to kill should go to allowed gaming areas and hunt animals. If someone likes cutting, they should either become a surgeon, or a medical researcher. The point is, just because someone is born liking something that can potentially lead to evil does not mean he will end up as a serial killer, because what can be used to do evil can be used to do good. It is only if someone does not work on their nature & use it for good that they can become a serial killer. Also, it can sometimes be insanity, but then it usually comes together with being evil. I think it's important to distinguish evil from insanity. I know a few people with mental illness, and they can be as wonderful as you or me, just not so sane always. It isn't fair to them if we start mixing up evil with insanity.
