Is it okay for relatives to break a written statement of "NO Organ Donations" due to writer's beliefs?

If a person makes a written statement that due to his/her beliefs that NO organ donations are to occur, can surviving relatives legally break that written contract and donate against the person's desires?

While I'm very much for organ donation and am pretty much leaving every useable part of my body, the individuals wishes MUST be respected..

No they can not !! only time they get to make the decision is if there was no clear documentation of what the deceased wanted!
