No, since you a technically a teenager now then you are allowed to make your parents drop you off or you can take the bus and go to the shop by yourself.

Not sure about your state, but when my 17 year old son wanted his ears pierced, I had to not only sign for him, but present my ID as well. At 13, you are still considered a minor and would probably require parental permission.
