There is not a ban against talking to people so yes, whether you like him or not, but take precautions against those people because your security might be compromised by being alone.
Maybe but honestly unless he was attractive in some way (looks or just confidence) I'd probably get really annoyed and want him to leave me alone. I'd probably get annoyed either way, actually. I get annoyed easily if someone seems needy to me. I'm also not the type who likes to make conversation with strangers at grocery stores or places like that.
Absolutely! But if you want to do it, Just know it doesn't work for creating relationships stronger than an acquaintance. Usually, dudes, often being more logical in nature than girls, are busy! Even if they don't look busy. And interrupting them when they are busy almost never leaves a good first impression.

Sure would. One time I was visiting London, stopped in one of the bars in Herrods for a cuppa. The man at the table next to mine got to talking with me. We talked for a couple of hours and then he left, after paying for my food. We never exchanged names, but we were both delighted to have found someone fun to talk to. I wouldn't ever leave the public area where there were other people, but I might go for a walk with him if I could stay in a heavily crowded public place. I'd exchange email addresses with him and maybe communicate with him...see where it went.
