Yes, most sites record the IP addresses of users so they *could*

Most sites register your IP address, which can be tracked through your ISP provider. So if you were doing something illegal, then the police could still find you, even if you close your account.

The problem with IP addresses is that it has already been fought in court and proven that IP =/= individual person. Given that most homes share a computer, it is EXTREMELY difficult for authorities to handle cybercrime.

They can still track them though, and use the information obtained to narrow down suspects.

Yes they could narrow it down to a single household, but if multiple people share the computer they cannot actually narrow it any further than that without a confession. Just because an account has one persons name attached to it, it could be anyone sitting behind the keyboard. That's why cybercrime is such a huge problem.

I don't know, they do record IP adresses and if you want to stay hidden then go through a proxy IP with high anonymity. But Cyber-Bullying is something nobody should even listen to, anyone who is hurt by it is just stupid. Seriously, who would listen to someone bullying them over the internet? If its a kid from school threatening that they will beat them up when they get to school I can see how its bad, but a person you don't even know?

Yes. It is harassment and that is illegal, whether it is intentional or not. If someone constantly makes fun of you over the internet it is called cyberbullying, and that's what has caused the death of many people. Websites often record IP addresses so they can report cyberbullying, but the victim needs to say something about it too.
