Without further information it could be anything from a dead switch, dead motherboard, dead CPU, dead bios, or yes, even a fualty PSU. The power supply can light up that light, but still be faulty. And those are just the biggies off the top of my head. If you are handy with electronics, start by opening up the computer and disconnecting everything but the essentials. Remove anything hooked into the PCI/PCI-ex ports, disconnect optical drives, and leave only one hard drive connected. If it powers up then, reconnect one part at a time and test until you find what is messing it up. If it does NOT power up, then it is either the motherboard, the switch, or the PSU.
You need to check the condition of the motherbiard or the CPU cooling heatsink / fan. If they are okay, then you need to check if the AC adapter circuits are okay, because even if the power supply is green, faulty adapter circuit can limit the power that is received by the machine. However, if all of these are okay, then you need to take it to a technician.
