What to put in a makeup starter kit?

One of my many little sisters is turning 13 and for her birthday I was going to get a makeup starter kit. so I was wondering if anybody had any suggestions for what I should put in it . some stuff about here she is in 7th grade has light skin and wouldn't know how to put on makeup and make it look good. so thanks.oh I was thinking to put in some neutral eyeshades , mascara , lip gloss, and blush, and some brushes because I hate those sponge things. anything else besides that? nothing to drastic

I would do pressed powder, natural looking blush, lip gloss, natural looking eye shadows, mascara and definitely good brushes.

Thanks!! Also are there certain brands or stores? Because my first brand was ELF.

Elf is a great brand to start with because its affordable yet good quality.

Brushes, shadows, lip glosses,blush, eyeliner, mascara,eyelash curler, brow liner,foundation, concealer.
