Do you consider it racist if a law just happens to affect a particular race?
No. Do you remember the law that allowed slaves to become free? Or the law that allowed women to vote?
I probably would. It would depend on what the law was, and what it was affecting. I can't think of anything they would pass as a law that would be considered racist. They are pretty careful now. We aren't in slave times any longer, thankfully.
possible. But "just happens" is not "deliberately". More a circumstantial word.
If you do something wrong it shouldn't make any difference what race you are
You mean like the 13th Amendment?
what is SB1070?
