Can liquid eyeliner be used on my water line?

I would buy the white eyeliner pencil in Este Lauder $16 or Rimmel $9 & use that in side -as it opens up & brightens your eyes especially with black on the outside lash edge.

can, my mom has on me before for dance performances, but it hurt like heck when she accidentally got it in my eye. I would NOT reccomend it!!!

I've had waterproof eyeliner that I got a Walmart (forgot the name) and through out school like...3 hours later it dissolved and made raccoon eyes.
