If you live in tree country in Texas, look it up under a site from the State (not sure what site...sorry....it is a disease that kills all live oak trees if it is what I am thinking. It looks like a lichen that is stuck to the trunk and limbs and is growing, right? The only way to kill this is to dig the tree up and burn it...go to a site on Texas trees and ask about live Oak disease.

Grayish, hanging down from the limbs? Spanish moss. It rarely kills the trees; you can leave it if you want. Or tear it loose if you don't like it; that won't damage the tree.

You can get some pictures for oak tree disease at http://ceventura.ucanr.edu/newsletters/Vol_19,No4_-_December_200629825.pdf. This disease often causes the whole tree to turn brown or the leaves begin to drop.
