What should I wear for New Year's?

I'm planning a little get-together and I have no clue what to wear! I want it casual and fun! :) It's an indoor party. Please help! (Oh, and keep it 13 & under! c;)

Black dress and high heels but not black heels, try to put some detail like red necklace or belt and than match it with heels... Haha i hope you understand what i was trying to say.
