I bought a turkey right before Christmas partially frozen. Been in fridge whole time. Is it ok to cook now?

Probably yes, if you mean "a day or two" when you say "right before Christmas." It wouldn't have been completely thawed and ready to roast until maybe a day or two after Christmas. I wouldn't wait any longer though. Cook it today or tomorrow.

Yes if the wrapper on the turkey is still air tight. Should be ok

If it was frozen and it thawed in refrigerator 2+days. I'd cook it no later than a week from thawing.
