What's the best premise to get someone to their surprise birthday party? I don't want them to suspect....

We got my dad to his surprise party by making him keep his parents away because he thought it was a surprise party for them... Maybe throw the party for someone else too?

Is the party at a your house or somewhere else? If it is your house just invite them for dinner. If it is somewhere else that is harder and I would need more info to help.

I want it to be someplace cool that goes along with their interests, not at my house. I haven't decided where yet, but it's not being held at my house. Also, I did a surprise party for another friend a few years back, so I don't want my friend to be suspicious if I ask them to go somewhere with me....

Depending on where it is and what her interests are you can get a couple of friends to say you are going wherever. Say she likes horses and you find a barn to havie it in. You and a friend or two say you are going to see to a horse before going out to dinner.

Good idea....Can you come up with a good reason for us to be doing something my friend likes but I and my other friends have shown no interest in before?

It's her birthday and you want to make her happy. Just tell her when your birthday comes around she will have to do something that you like that she may not be interested in.
