I am trying to locate the birth certificate of someone who applied for a passport between 1960-1970ish.

I cannot find it on Birth Deaths and Marriages and am wondering if a copy would still be on file with her passport records?

Since you can't find it on birth deaths and marriages, it would be wise to check with your state agency responsible for birth certificates. You will be required to verify that you qualify to request the certificate. Send the application with the right identification according to the state you reside in.
