Why would you "lose the ability" to have or pay for a phone? It's the military, not prison!

Depends on where you're stationed. If you're in a war zone, you wouldn't need a phone, maybe your cell phone. Let me put it this way, if you are in a place you could have a phone, it would be your responsibility to pay for it.
