Why do so many lousy films get in the theaters?

I'm trying to find out why and who approves these films, how do good actors take these crappy roles, and if this is getting worse, like it seems to me it is.

There are a lot of reasons for this. A decade ago you could blame it on bad agents and execs making poor choices, or you could blame it on low production values. But lately it comes down to trends, economics, marketing, and secret bribes -- er I mean, bonuses for agents. Lower expectations on production values and the digital camera have removed most of the beautiful cinematography that would make a slow film moving, or a modest story captivating. But really, it is the selfishness of agents and secret bonuses and other compensations that play a big part.
