Are vitamins, muscle supplements, fruits, and veggies good for after work outs or before?

Both. Best after though, with some carbs & a bit of protein, if you are lifting.
Carbs are not so important after cardio.
Take some quick protein before (milk, nuts etc.) and some quick carbs (chocolate etc.), then eat intsantly after your work out, coz your body needs the carbs between 30-45 mins of WO, and you need time to digest if you don't have protein powder.
