Why was Susan Rice opposed being Secretary of State?

On 9/16/12 Susan Rice was sent onto 5 news shows after Bengazi (9/11/12) to give a mostly fictitious account of what had happened. The act was widely seen as being part of a coverup and in light of the ARB report, her actions were possibly criminal but certainly misleading. Considering the Watergate affair, where it wasn't the act itself but the coverup that caused Nixon to be impeached, Susan Rice's name had to be pulled from consideration.
Similarly, Mrs Clinton has yet to answer the many questions about her role (if any) in the affair, and they are holding up John Kerry's hearings until she answers them under oath. I expect a highly parsed and unilluminating testimony before the end of February, followed by a quick confirmation of John Kerry.
