If you call someone while they're on an airplane, will it just hang up without even ringing?

The call should go through. Unless they are told to turn off their cellphone, specially during takeoff and landing.

If they follow the rules of turning off their phone, then yes.

depends if there is coverage or not. If you are in range of a cell phone tower you may have a chance of completing the call. However placing calls on a inflight commercial aircraft is forbidden.

They work. On 911 the people on the plane could use their cells after the hijackers took over. It's in the book that was written.
