Paul. He was speaking to Jewish converts from the law to grace.

All of Romans is a letter written by the apostle Paul to the Christian (not jewish) Church in Rome. Hence the name. All the letters Paul wrote were written both as support for their missions as well as admonishments because even that soon after Jesus death the various churches were already beginning to fall away from Gods/Jesus teachings and turning toward thier own made up laws and rules.
