I'm currently a witness in a military investigation but in the process of getting ready to pcs. Can the Army stop your pcs as a witness?

I don't know if it works differently in the Army, but I'm in the Air Force and was recently a witness/victim in a theft case. I had an item stolen from my room in tech-school with my name on it, so Security Forces kept it as evidence. After the guy was caught and I identified the item as mine, I signed paperwork that basically said I have to testify against this guy. I graduated tech school and moved to another base. However, 4 months later, I got a call saying they were going to ship me back to my tech-school to testify. My round-trip flight, room, and taxi cab fare were all completely paid for. Hope this helped somewhat. If not, I would talk to someone in your legal branch and get some clarity on the situation.

I witness a wife punch her husband , then she punched me, I left the scene , apparently after I left her husband beat her

Yes they can delay your PCS if it's deemed important enough, but they may only want a deposition in which case you'll be shipped out on time.
