Is the sentence “Two pounds are owed by John” grammatical or not

States that:

Not all transitive verbs undergo passive transformation. e.g.,

John kicked the ball -----> The ball was kicked by John.(correct)
John owes two pounds -----> *? Two pounds are owed by John.(incorrect).

Could anyone give me a reason as to why the second example is incorrect ?

The sentence is grammatical. The second example is incorrect because not all transitive verbs can be nominalised or made into nouns.
