I think if you talk to your state record center, they might help you get a birth certificate without an ID card. They will require you to give them personal information like your complete birth name and the place you were born.

You cannot get a legal birth certificate these days without a long list of information telling who you are. I recently ordered from the Bureau of Vital Statistics in my state birth certificates for my whole family. I had to say who I was in reference to all of the names I requested. If I was not on the birth certificate I had to state what was my relationship to the person who WAS ON THE BIRTH CERTIFICATE. They checked every thing I said, before I could proceed. I had raised my nephew since he was a toddler and they would not let me order his birth certificate. He had to do that himself or his birth mother or birth father or wife had to do it. You can order by mail, but you definitely need to send paperwork to prove who you are. On the internet they asked for my credit card for payment. NO C.O.D. I think that is a VERY GOOD SYSTEM
