The spots where the most air and water currents meet and/or cross. The south pacific tends to be fairly stormy.
I believe the Drake Passage, a band of waters between the icy Southern Ocean surrounding the Antarctic and various 'warmer' oceans, is considered one of the stormiest. The areas around Tierra del Fuego and the Horn of Africa are also considered quite stormy in some seasons. I believe areas of the Indian Ocean are also difficult in certain seasons.
