It's an urban legend. It's supposed to be scary, but fun, I don't know why scaring people is so funny but it is. I think the fun is watching your friends scare themselves with their own imagination. With that said, to make it really scary you need a good story teller, with some details.

I assume you are talking about the game where you go into the bathroom and say her name? No it is just a child's scary game, or is it?
