I don't think any of them are too hard to learn with proper instruction and practice. I think bagpipes might be tricky to get the hang of but they're usually not considered band instruments, unless your band is from Glasgow.
I was told that the saxophone is the hardest instrument to play in tune. You can change the tone a full note with just the embouchure of your mouth. But...the ladies love it. It's good to play the saxophone.
Brass instruments are hard because at first you can't get any sound out. It requires proper lip movement, not just blowing into the instrument like woodwinds. Drums are also hard because you may have to carry more than one rythym at a time.
