For people who are using it to get through a temporary slump, or who have difficulty managing independently, it does help them to maintain an acceptable level of living. Of course there will always be a few abusers of the system, but overall the answer is yes.

it depends on the person..some take advantage and figure why should they bust their a$$ when they can get food and medical given to them..others take advantage of the funding to go to school or job training and are able to be self sufficient.
I think welfare definitely has the potential to help people get on their feet. I've seen it work. When my friend's boyfriend left her high and dry with a newborn, she had to swallow her pride, and take gov't assistance. She worked hard, got her degree, and now works two hospital jobs and receives NO assistance at all (not even child support). She never could have done that without help (particularly daycare assistance).
There is obviously a subculture of people who leech off the system. Contrary to what you may think, NO one wants those people to do that. Those are the people we despise the most. They probably grew up on welfare, with negligent parents, and have never known the pride of earning what they get. When the system finally catches up to them, it will smack them in the face like a brick. But lets not make the mistake of thinking EVERYone who needs help is a leech. In my opinion, conservatives make that mistake often.
No it doesn't. It can but to many people leech. Everybody and their brother on food stamps. Meanwhile they by twinkles and potato chips. My money down the tubes. This system should be means tested and limited.

When welfare was started it was meant to be temporary. Of course there are people who take advantage of the system just like they take advantage of disability, unemployment, but it can help you change your station in life. When my stepfather died with no insurance my mother got on welfare until she could find a job, she took advantage of all the training programs they had to offer and went back to school while raising 6 kids
