If i use matte spray paint do i need to put a clear coat over it or will that cause it to lose the flat look

Just use a matte or satin clear coat if you think the paint needs extra protection. It will just help to seal it and make it last a little longer.

generally it will unless you can find a clear coat that is flat finnish
