When should you check your oil level? When the car is cold or hot. I know on a level ground.
It's best to check it before you first drive it for the day, that way you get an accurate reading of your available oil.

I think you're supposed to check it while the car is running because the levels change. When it's running the oil level rises so you can make sure you don't overfill it whenever you replace the oil.
You can check it either way but if it's in the morning, check it before you start the engine. If you are driving and then stop, give it a couple minutes before you check the oil

Don't matter, if its cold check it. If its hot from driving around wait 15 minutes for all the oil to drain back into the pan and check it.

Make sure the oil has Time to settle after running so it shows an accurate level
