Does your hair ever stop growing at a certain length?

I like only cut mine maybe 1nce every year and i saw a picture from 6th grade (im in 8th now) and its the SAME exact length. It just a little but past my shoulders. But i saw a picture of me in kindergarten and my hair was like to my stomach. I dont know why it wont grow!

Your hair is dead fiber as soon as it is outside your scalp. It will stay in reasonably good condition, especially if you are healthy, for quite some time, and continue growing from the root of the hair. However, the ends of the hair cannot renew itself and at some point it will have become brittle and easily breakable (split ends). Some people's hair will grow extremely long before reaching this condition, other people's hair won't be able to sustain that length. Hair looks best if the split ends are trimmed off so that only "healthy" hair is visible.
As for why your hair once reached your stomach and now won't, consider the fact that you are now taller. The hair reaches the same length in inches it used to, but your body is longer.

it should grow about an inch a month. if you hair has split ends or is unhealthy it wont grow at all.

It only gets to half way down my back. :/ But I cut it really short a while ago so it's technically to my shoulders now, I just got extensions. >.>
