If you can see a horse's ribs and its back bone is it under weight?

No, it's emaciated, not just underweight, a horse that looks like this either has some serious health problems or is being neglected

Yes I totally agree the horse I'm talking about is my friends and she hasn't ridden her In a year and she never goes to groom her or anything it pisses me off I go every weekend to take care of her and ride her. And they barley feed her so the horses have to dig in the snow for food.
And she says she loves her. Bullshit

You need to call the Humane Society, ASPCA or Animal Control in your area and get that horse some help. Forget your friend, sorry but in this instance the life of the horse if more important... and honestly how would you feel if the horse were to die and you knew about this and did nothing?

BTW You CAN report neglect/abuse and ask to remain anonymous so that your friends won't know it was you who reported it

Then it is time to call the the local animal shelter etc.that handles animal abuse...Poor thing is sick or neglected and needs some sort of assistance...

Either it won't eat or it's being neglected and not being given proper nutrition. So either you need to get it checked by a doctor or give it to a more suited owner.

They do feed her like a bale a month that's what it looks like

Figure it should be getting 2% of its correct body weight in hay or grass per day. If it should be 1000 pounds then it should be eating 20 pounds of hay daily. A bale a month doesn't even come close.
