My 99 ford ranger truck will start without the serpentine belt but won't when the belt is on

I would pull belt off and try spinning all pulleys. Sounds to me like you have a pulley seized up.

No the pulleys are not seized up. That was the first thing I thought

See if you have a pulley or accessory locked up

There's too much tension on the pully
