Does anyone know of a civilian military attorney that takes payments?

Looking for a family member any help is appreciated

I don't there are civilian lawyers that specialize in helping defense force personnel. When defense force people sign up to be in the military, they sign away civilian laws, and are then put under military law, until their service is terminated. The military has its own lawyers, judges, investigators (who are their equivalent to police officers) etc.
