The dry winter air is likely in turn drying out your skin; the dryness causes irritation; the irritation causes the breakouts. This can be a bit puzzling to understand, since we usually think of oily skin, not dry skin, being prone to breakouts/ acne. However, there are multiple factors that work together to cause acne, and irritation is one. In your case, it's a major one.
In the winter due to dry skin, dead skin cells have a tendency to build up on your skin. If you use a lotion with Alpha/Beta hydroxy, which is essentially fruit acids, this will help remove the dead cells. This will help keep your pores healthy. I also recommend Witch Hazel and cotton balls as a skin toner.
